(rfd.gov.vn) - On 07/12/2017, the Minister of Information and Communications has issued the Circular No. 37/2017/TT-BTTTT promulgating the planning on the use of FM radio frequency. This Circular takes effect on January 23, 2018 and replaces Circular No. 04/2013/TT-BTTTT dated January 23, 2013 of the Minister of MIC.
Circular No. 37/2017/TT-BTTTTplanning the use of the FM channel for radio broadcasting, including the arrangement and conditions for the use of the frequency channel for 87-108 MHz FM radio and regulation on the use of radio frequencies for radio stations and FM radio stations.
According to this Circular, the Voice of Viet Nam (VOV) is allocated the specific frequency channel at 81 broadcasting points for 8 program channels of VOV nationwide. Compared with the previous Circular 04/2013/TT-BTTTT, the new master planbrings a very high efficiency in the use of the frequency spectrum (the frequency reuse coefficient is 8.08, much higher than the frequency reuse coefficient 2.68 according to Circular 04), optimizes and expands the FM coverage of VOV, and increases the number of radio channels to readers.
In addition, the above circular stipulates the order of frequency to consider setting the frequency channel for district level FM radio stations in order to increase the efficiency of radio frequency use of district level FM radio stations.
The order of priority channels depends on the frequency of use of the FM channel at the district level FM radio stations and the influence of FM radio on other radio services in adjacent bands.
For wireless radio stations, in the Transitional Provisions, Circular 37/2017/TT-BTTTT provides: Wireless radio stations are newly licensed to operate in the 54-68 MHz band; do not issue new license for wireless radio stations in the 87-108 MHz band;
Wireless radio stations who have licensed in the 87-108 MHz band shall not be interfered with and shall not be protected from harmful interference from radio broadcast stations of the Radio and Television Station of provinces and cities under central authority, the district radio stations in the 87-108 MHz band and other radio information systems; Incase of harmful interference to the above stations and other radio communication systems, the wireless radio station shall immediately apply technical measures to eliminate interference; If you can not get rid of the noise, you must stop using it.
